Jesse Perez Torres will be charged in the kidnapping and death of Norma Lopez.
Torres was arrested last Thursday in Long Beach, and was held in connection with the crime, but was not charged. On Monday, the Riverside County Sheriff was forced to release Torres because of a state law requiring suspects to be released within 48 hours of an arrest, unless charges are filed.
Torres was technically released and immediately arrested again on the same charges. The move restarted the 48-hour clock for the district attorney. In an earlier statement, the prosecution said it needed more time to review the case before filing charges.
District Attorney Paul Zellerbach's office will file one count of murder with a special circumstance allegation of kidnapping.
Torres, 35, is scheduled to be arraigned at 1:30 p.m. on Thursday in Department 41 of the Riverside Superior Court.
