AS suspicious device was on the shoulder of the road on Jefferson Street overpass in Carlsbad Wednesday night, according to police.
Traffic was blocked off in both directions of the overpass, which is located directly over Interstate 5.
Chopper video showed the device moving at times, as if controlled by remote.
The Sheriff's Department bomb/arson unit was on the scene working to remove the device.
