NYC Parents Charged With Abducting 8 Kids Waive Extradition

A New York City couple charged with abducting their eight children from foster care have waived extradition and asked to be returned to New York.     

Their lawyer says 34-year-old Nephra Payne and 28-year-old Shanel Nadal appeared briefly in court Wednesday in Harrisburg.     

Lawyer Norman Steiner says the parents are optimistic that what he called "the drastic steps'' they took will ultimately lead to the family's reunification.     

The parents allege that some of their children were molested or abused during two years in foster care.     

New York prosecutors have charged them with kidnapping their seven sons and infant daughter during a supervised visit on Sept. 19.     

Police found the family living in their van in Harrisburg last week.     

Authorities say the children were originally removed because of an abuse allegation.
